An appeal is when a higher court is asked to review an action or decision of a lower court, a government agency, or other body that has judicial/binding power. Normally, an appeal is sought by the party that lost in the lower court. In some cases, the prevailing party or both parties may appeal the decision if they are dissatisfied with the final judgment.
